The terraces only turn into mirrors while they're flooded between harvest and replanting, roughly November to April, and January to March is the peak. After that the fields are planted and go green, which is pretty but gives you none of the reflection views. Weather matters more than which viewpoint you pick: the first clear morning after rain is the one to wait for.
